I’ve personally outgrown the bars. But if you’re in your early to mid 20s, you might still enjoy having to wait 20 minutes for a bartender to serve you a $9 Miller Lite that’s been dyed green. Would definitely do Lakeview over River North though.
Never done a booze cruise myself, but I imagine they’d be expensive (and probably cold and rainy given Chicago weather that time of year).
Personally the most fun I have these days (whether it be New Years, St Paddy’s Day, whatever) is to have/go to a house party. It’s cheaper, you can actually hang out with the people you want to hang out with, and leaves the options open for later (like deciding you want to go to a bar after all).
I have enjoyed myself the most on SPD when my friends and I pick one place with a wristband deal for food and drinks and we spend a good portion of the day there. Although, I do tend to avoid rowdy crowds- which is why I’d steer away from the bar crawls and the river.
Depends on how aggressive you’re trying to get on SPD. It might be a bit cold for a booze cruise (feels like 30% of the years we get lucky with weather in 50’s-60’s that day but some years there have been snow).

Bar crawl in River North because you can also check out the river but might be pricy to get into bars. Wrigleys also fun but younger crowd.
No to a booze cruise. You are going to get marginally better service in River North than Wrigley. I don’t think most River North bars charge a cover unless it’s a wristband deal. You should consider Lincoln Park and Lakeview too.
