“coming months” and “hiring needs” both make it sounds like a waitlist type of scenario. maybe they posted the position without actually intending to hire anyone right away, because they aren’t sure what in the pipeline might land. but they know a lot of qualified people are out of work, so they want a good roster to recruit from and expedite the process if they do need people.
regardless, you should plan to move on and consider it a rejection for all intents and purposes. if they hit you back up later, great. you can reevaluate then.
