Makes sense. The intelligence community is being careful not to blame others until evidence exists. That doesn’t mean it isn’t. Same as what happened with the bounties. A lack of evidence just mean none has been found, but this follows a certain pattern. Former intelligence officials aren’t held to the same standard.
Right now there’s no reason to think this is more incriminating than when Donald Jr responded “sounds great” when offered a connection. Perhaps an offer was made, but we don’t have evidence of the offer being made or being followed through on. There is just a “thank you for the offer”.
