If you try and negotiate your level you’ll most likely need to reinterview as G1 said.
You run the risk of no longer being hiring committee approved if you go through the process again for L6. I can’t remember 100%, but I think if you ask for re-level you technically decline your L5 offer.
You run the risk of the job opening being pulled, as it might only be available for certain levels.
It’s tough to get hired above an L5 at Google from the outside. 11 YOE is a very common for L5 for coming from outside FAANG. I came in at L4 for a non tech role with 9 YOE because of my background (I was at an agency).
While you feel you’re bringing a lot to the table (and I’m sure you are), they have seen many resumes and interviews like yours. The interview process is rigorous and structured in its way for a purpose.
OP you seem super focused on comp here. Keep in mind what MC1 said- there are a lot of other perks with Google.
Additionally, remember you’re going to come in at the low ends of the bands, as Google gives room for annual raises and equity refreshes.
Your “max” is different as a Noogler.
That said, there’s a thread a week or so ago discussing L5 non tech TC. Search the bowl for it.
OP - I was in the exact same boat but took the offer. If you need perspective - I took up a manager role in a non s&o team as well coming from Deloitte s&o, 10yoe and was up for SM but didn't make it this year. Promotion to L6 will need atleast 2 years. Be clear on the reason for the move - if its because you didn't get the promo/comp - make the move now and evaluate a year later. Google is a better place to be. If its WLB - google is a better place to be. I took a hit on the comp because I am hoping to move around internally in a couple of years.

Get a competing offer at L6 from someone else. You might need to re-interview as expectations are different for the levels. You have little leverage where you are now.
Take your $360k TC offer and go
Was in the same boat, similar background, brought in as L5. You will be assessed during perf, and if applicable, will be leveled up then. Non technical, strategy and ops.

Yeah but I imagine they should make up in comp otherwise what’s the benefits in moving?
Same boat, have an offer from google at L5, willing to walk away. Feels like what I bring to the table is not being valued. Am hearing this consistently about google hiring aggressively from D but not paying as much or down leveling. All the SMs I know were brought in at L6 and SCs at L5.
