You should talk to your counselor about why you are not getting promoted. If there is some sort of skill gap, think about what you can do to bridge. Different company might have same issues if it's on your end. If it's some sort of weird company politics stuff then going elsewhere might be a solution. There is not a one size fits all answer here.
I don't think public accounting is the right fit if 4th year.

Why aren’t you being promoted?
I would say stay, that’s a reasonable cause. If you take the year to display senior attributes, you’ll likely get promoted next year assuming there are no performance issues.
Honestly, I’d look for other jobs/opps elsewhere. A lot can happen and PwC is behind the times when it comes to promotion. Know a lot of people screwed over
