Mmmm, sounds a bit off to me. Nobody reports to consultants.... at all. Maybe for a bit a new associate would work with a senior consultant if they are a senior SC (performing at or near the associate level), but they still wouldn't report to them. Working with someone is different than reporting to them. Where are you seeing this? Also, because BAH has folks from 5 to 35 years of experience as associates, it is common for a bunch of associates to report to another associate or LA. I would also consider Associate level to be a more junior level manager. LA would be more M level depending on responsibilities, minus any bonus potential.

Simply because I want others to understand what really can go on at BAH... I will add to what I have said before. On two projects within the S.Baumgarter projects... There were several very experienced people reporting to junior folks. On my first project I was reporting to a senior consultant as an associate as you described. I had to “teach” FISCAM controls to her. She messed up and I was told “I was brought on to make her look good” by an E.Ivanknov. Her name is J.Montini at the time she had zero IT audit experience. Second project my team was a consultant there where team members on the team who all had at least ten years of experiences reporting to a consultant. He was 2 years out of school and didn’t know how to create a metric to show progress on our efforts. The Associate over the entire project didn’t even know how to review artifacts. Which was the scope of the project. She wanted me to do a SOP on how to do it. Ms. Montini also though “batch processing” was a manual control. This is important for resources considering BAH as experience hires in this business vertical. You may want to shoot for a “level up” I should also note that BAH work products was one of the reasons why DOD/DON sought to have only BIG3/4 on DOD audit related products. Hence why the lion’s share is with Deloitte and KPMG. As I networked within the company (BAH) I did become aware that this not normal but it was still allowed within that group😉

I think we have to ask the right questions upfront.
In addition to OP's advice, don't let them lowball you on the level side (and of course not salary either). I know quite a few experienced professionals who joined the firm as Sr. Consultants when they should've at least been brought in as Associates. Due to the firm's ambiguous promotion process, they're having a difficult time getting promoted, and they're now even further behind.

It truly is... I am speaking from first hand experience honestly. I think this a very beneficial forum for young professionals and i would like them to understand experiences within companies... maybe you guys can avoid them or change from within. I good question to ask during a BAH question is “who will I report to directly”
