I would send one last email to HR asking for an update via email or phone if that’s easier for them. If that doesn’t work you can try sending a note to the hiring manager asking for an update (if you feel good about your relatuonshi with that person).

I have dealt with people outside of my usual work cohort that simply don’t check email when they’re not at work and don’t leave away messages when they’re on vacation. this even happened with a bank employee when we were opening a commercial account. (we opened it elsewhere). similar stuff with our corporate Verizon reps. So, i would be annoyed too but not surprised.
They could be waiting for paperwork or the right approval to come through and not they simply don’t yet have the written contract for you. It might not be the individuals but the beauracrazy. (Spelled wrong by mistake but leaving it that way because it’s more accurate)
Hi there - If it’s a holding company could be the position needs to be formally approved for hire. Our agency dealt with this all the time. Probably waiting for some higher up’s formal sign off to hit send. Give them a few more days and follow up mid-week. Good luck!
Thanks and it is. The challenge here is the HR said it would be EOD more than a week ago.. and not responding my follow up email, feeling like not really keeping the candidate warm... hope it’s just they’re too busy.
Happened to me, I got my offer 4 weeks later. Bank on it coming, but keep looking around.
Barely tried. I had to keep reaching out.
