$25K loss is a lot for tier 2. Try and get an offer from tier 1, it might be worth it than.

Current comp is $130. Comp after promotion would be above $150. The offer is $115 with $5 sign on and it’s a lower level because of my lack of consulting experience. I’m going to counter with $130 but apparently the offer is already $15 above the standard salary band. My biggest holdup is the promotion at my company puts me real close to the pay and level ceiling. It’s a small company. Consulting would be a cut now but would offer greater growth and earning potential long term

I know it's easier said than done but target additional firms, or just take it and then start looking to hop elsewhere. $115k sounds super low for Huron given your experience and we're on the bottom in terms of pay.
