Negotiate now. Respond back to your HR contact and tell them you'd like to negotiate for X starting step based on your current salary (just salary, not bonus) and would be willing to provide pay stubs to help justify the request, and that you'd like to be credited X years of leave accrual based on relevant civilian experience.
Be prepared to fight for the latter, it's usually much more rigorous of a negotiation (if any negotiation is allowed) than for a higher starting step. They'll likely want you to specify exactly where your relevant civilian experience is identified in your resume to support the request.
There's no guarantee you'll be able to get either, though. The amount of flexibility hiring orgs have for those two items varies from one org to another even within the same agency, let alone between agencies.
When I was a fed HM at two civilian agencies, both allowed starting step negotiation (up to step 5 at one agency, up to step 10 at the other) but did not allow non-federal experience to qualify for leave accrual calculations.

In my experience, nope. Unless the laws have been changed since I was a fed, we were only allowed to go up to the step that came as close to matching the candidate's salary as possible, not to provide extra steps.

I would engage with your hiring manager or HR person at this time to let them know. Depending on the processing, they may address it now to get to the appropriate salary amount, and there may be an opportunity before you entrance on duty to do another pay review in case anything had changed during this period.
The unofficial update I got is that the step in the revised offer will give me 12k pay increase and the vacation that I asked for. ✌️✌️
