Eating hours is wrong but typically it is done knowingly. PPED's reduce hours to hit their target cost at their target margin with the team they need to execute. Governance should flag this but they don't because they lack conviction.
If you get 45 hours though, don't complain. That is how the game works. There can only be so much variation in a cost model and what takes you 40 hours may take someone else, 60.
Think of how you buy anything. You don't want your dinner cost to vary from the menu. You want a clear cost for a clear output. Firms need to move away from the "hours" model as a tracking unit because most engagements are now fixed cost for all actual purposes.
Last time I checked we "certify" our hours are correct and accurate. If this gets boiled up to a bigger issue and you lied about hours that's grounds for termination. I have been in that situation before and also refuse to bag my time. The Director was forced to revise the profitability of the project so hours would fit. That's what should happen so when they sell a project without understanding what it takes to do the work they take the hit.
If you honestly got rolled off just because you didn't ghost hours then you need to run that shit up the food chain.

Yeah - I don't get why you're being so precious. I book my normal 44 hours a week even if I work 70-80. Performance matters. Hours are meh and if they are taking utilization into account you didn't do a good enough job anyway
Norm doesnt mean it's right. Also, it matters when year end takes into account of your util. In addition, higher ups are always telling you to report that shit. I don't get this contradiction.

You guys do realize the account team could not bill all the hours you charge in right? It's not a matter of client relationship it's a matter of people covering up their shitty engagement estimations

EY just sent a blast reminder today to report instances where you are asked to over or under-represent you hours. Would love to see if they walk the walk but still feels personally risky.

I wasn't even getting full hours on the project. They booked it at less and I couldn't go over. Everyone on the project works extra hours but doesn't report. You get yelled at if you escalate that you need more hours. I escalated it and the next thing I know I'm gone.
And there is also the issue of client productive hours. Coffee breaks, doing internal administrative tasks, business development and goofing off on FB is time that's not billable. Travel time is also sometimes not billable. To get to even the norm of 45 billable hours is a pretty long week. I'd say at least five 11 hour days spent working on behalf of the client.
That being said, asking people to eat hours is slimy and should be run up the chain. Just be ready to show how you handled the time for all the other stuff. As for being rolled off for not eating hours, I'll be honest, I think there could be more to the story, but if that's really the case, I would reach out to the people team or raise it with leadership because that's really wrong.
