TCS offer 10 LPA (HYDERABAD - HOMETOWN)

TCS IS giving offer in my preferred location,
Whereas Kyndrl manager asks to relocate to Banglore.

Can I backout from Kyndrl now. Please help

I accidentally elected that I don’t need federal income tax withheld from my W-2 paycheck. I’ve made payments this month via estimated taxes of 110% of 2021’s federal income tax liability. Will I still be penalized for not withholding consistently throughout the year for my W-2 income?
