Non-GS person here. How are they grading you on doing God's work now?
I got 3 good, 3 outstanding, and overall my manager gave me a "Needs improvement," thoughts? Horse shit, I know.
I'm honestly appalled at the new system.

I think that the previous method of using more people provided more protection if you had a contentious relationship with your manager. You had a more significant sample of other people vouching for you. The new system gives you less of that and allows the manager to have more influence in your final assessment

Def screw. Came out unscathed, but I know a lot who didn't. Smells like a layoff excuse.
I thought the transparency (you can see how many people gave you outstanding, good, needs) would not allow a manager to screw you?
I see your point. I personally liked the transparency. If my manager had given me "needs improvement" I would've been able to call him out on it easier
I got 2 outstanding, 2 good, and 1 needs improvement. The needs improvement bit wasn't even DISCUSSED in my review. What does that even mean?

At the end of the day, the only thing that really matters is the quarterly, which is done "at closed doors"
