Sounds like my experience at Deloitte. Keep solid records of communication. Keep reaching out. If that doesn’t work, ask Resource Manager about work in other offices.

Is there a staffing meeting where schedules are hammered out for the coming weeks or months? Is there a coach or someone charged with advocating for you in that meeting? I would say keep reaching out, but also it’s very irresponsible for them to let your schedule sit empty. I’m sure you were hired because they had a need for you to fill. Please keep record of all your communications in search of staffing.

I would start sending emails with all the managers and above, with HR, your coach and manager cc’d. Is it possible to pick up work from other offices?

Talk to your manager about year-end billable expectations and what processes and resources are in place to support you in reaching that goal.
