I have good results with No Fear Shakespeare on line. It is a side by side. This helps but I also find that I have to read with them and/or have them read small chunks at a time with partners to make sure they are following the action and dialog.
I recently found graphic novelizations of Shakespeare’s classics. I plan on using them with my students who read below grade-level. They’re really cool. Here are some Amazon links if you’re interested.

Find an adapted copy.
I have had luck having students follow along as I play an audio version. There may be some on YouTube. I also will show portions of a movie to get past harder parts (like Queen Mab) or to let students experience more exciting scenes. Even in advanced classes, I rarely ask students to read Shakespeare without some sort of aid.
I would a copy that is in modern English and old English side by side, so I would not only teach the play, but also to teach them how English changes over time.
Can you get a younger version?
My student’s favorite graphic novel illustrator is Gareth Hinds. I’m ordering Romeo and Juliet on Monday. I inherited No Fear texts from the previous teacher which I have used until this year. I’m going to use the No Fear as a resource text this year.
Use No Fear Shakespeare on SparkNotes it’s a split page with original text and Modern text. Compliment by using a movie version and show parts of movie after reading so they have both Auditory and Visual representations. Dialectical Journals are also beneficial.
Also get them on their feet. Have them act out small scenes. The Kinesthetic addition is amazing!
