PR probably still recovering pretty hard from the hurricanes. Definitely do your DD. Cuba is supposed to be cool though.
Just got back from PR on Tuesday after spending 6 days there. It's beautiful and San Juan is fully functional. Local businesses are suffering because there is a a lack of tourist visiting so they were extremely friendly and welcoming while I was there. I would definitely recommend it.
PR a few years back. Was ok but nothing great, I would imagine they are still recovering. Cuba 1yr ago ... Great trip (harder to do now) but certainly not a relaxing getaway. The cultural experience is great and I would highly recommend it, but to give you an idea we had hot showers only one day and that was with 4 nights at hotel national. I hope you (or someone in your party) speaks fleuent Spanish for Cuba and be prepared to be overcharged.
Depends what you want to do, was in PR on christmas. Still a lot of damage but the turist areas are for the most part operating and functional. There 108 beaches in the island you can always find a good one to chill out on.

PR in the touristy areas have recovered and should be fine. San Juan up north is where the majority of the population is - major hotel chains and beach front- SE side is where many PR keep their beach homes and visit on the weekends, SE has some beaches and best diving (mostly wall diving, no shore) and NW/Rincon is where the expats all live and best surfing is.
Spent a week in Havana in December. Book everything before you go as most is blocked once in country if you pay with a US card. I did Sheraton 2 days, AirBnB 4 days. Get off the path and you’ll save some cash. All in all I think I was in $1200 total
