A male coworker sent an email mocking the way Black people talk. I know there's no one black way of speaking, but hopefully you get it. AAVE. I wanted to call him out but he's a POC (not Black) and I'm not sure if this is OK as a white woman. Adding to that, he and I are not on friendly terms, in part because of stuff like this. I'm a bit concerned he'd retaliate by going to HR and saying I was being the racist by singling out him. Still, I feel like a dirtbag just letting it go. Advice?
Change of status stamping cannot be done in Mexico. In Canada you can but first thing you need to check is what dates are available in all the consulates. Secondly the lead time to get the Canada visa. Third, you have to plan to stay there for around a week to get your passport back assuming everything goes as planned.

Technically you can get your stamp in Canada. But you may want to consider the possibility of extended administrative processing recently. Almost all of my 5+ friends (including myself) got stuck while trying to get h1b stamps recently. You may need to plan to stay in Canada for a month in this case; or you may want to consider going back to your home country.
Is this for first time H1 stamping? If you get admin processing, is it possible to take your passport and travel to india to wait while they process it?
I got my first H1B stamp in Canada - very smooth, got my passport back in 3 days. Also got my L1A and L1B stamps there without any issues - got my passport back in 2 days

Yes, I went on a visitor visa. No one that I know was stuck in admin processing.
