I have a weird experience with KPMG India . Two weeks ago I had salary negotiation with the HR manager. He told me that the offer will be released in a couple of days but I haven't received the offer letter yet.I tried reaching out to the HR manager but didn't receive any response. Shall I take it as no?

No, no one else has ever sent out confirmations to Singapore. Everyone else just trusts the client to not lie about those balances. /s
Lots of countries make you send by mail. In China they make the auditor go out to the bank (so we have to get someone in the China office to do it for us).
Send by mail and send them the scanned version as well and start calling them when you get close to deadline (like a week or so before)
I've sent confirmations to Hong Kong before and it was the same thing. They didnt use confirmation.com
