What area are you in as project manager? If your current work is relevant/tangential, it's possible.
You're right, and it's commonly the reverse that happens - more engineers moving to project management than the other way around. It's hard to manage other engineers in that way if you aren't one. They're a rare breed and want you to have the cred, especially if you're taking a job they might be looking towards. Most importantly, look up the roles and the responsibilities. There are a lot of things you'd probably have to learn. The short answer is, it's an uphill battle.
In a mature company this would not be an issue in a younger co it will be. The role of a manager is so different than an engineer. A PM has more of an skill mapping for mgmt than an engineer. It is good when the co has tech and mgmt tracks for development, I.e. Members of Technical Staff vs. People Managers. How do you manage an engineer when you are not a engineer, simple. Performance, teamwork, OKRs etc. the quality of their code etc is simply an input from their 360 and the Tech Lead.
