I haven’t personally but I think it’s a good switch. Going into the role be confident in your knowledge of claims and humble that RA operations are a little different. A healthy balance of both will land you in a good spot.
I personally would suggest some RA exposure prior to consulting but if you see a consulting gig you like take the chance just be forth coming with your experience.

As I've seen, it's more common 1) if you're internally promoted from the company side, or 2) join a company that has a significant number of claims where management of them is key to the risk manager role.
For the second, think companies with large deductibles on the casualty lines.
Risk managers have to be able to sell renewal results up the chain, typically to CFOs, so speaking "financial" helps. Also a strong understanding of contracts since you'll likely be the go-to person for this.
Have you ever dealt with someone in a Risk Advisor role who came from claims?
I have - it was from property claims to a risk analyst role that is focused on hurricane and earthquake exposure management internally at an insurance company. You can definitely use claims experience to help move to the risk management side.
