I'd only consider a start-up if they were Series C and later. Usually by then there's some structure, funding, some semblance of job security, and enough people to get a sense of culture.
When I was living in NYC, there were a lot of smaller companies referring to themselves as “startups” whether they were technology based, had legit financial backing or not. The term seemed to thrown around a lot because it was trendy.
Agreed. 'We're a startup' can also become the go-to excuse for everything that's effed up.
I second going after a series C, but it’s also a matter of timing. You still need to sus out bad culture and do a lot of research.
I am at a series C startup right now and I love it. Last year sounded like hell but they fixed everything this year so I joined at the perfect time.

I don’t know man I kind of like the gamble! Do your research to determine if they have potential, get in as early as possible, get those stock options, and with a little bit of luck you could have your retirement taken care of.
