For me it’s not so much about whether I’ll catch the virus but about what’s going to be accessible to you once you get there. If schools are closed, there’s a good chance they begin closing attractions that draw big crowds - ie most of the places you want to go.
Wait 1-2 more weeks in my opinion and see what the State Department says.
Schools are closed in Japan until April so wouldnt be surprised if they close tourist attractions, temples etc too
Most important is whether you need to self quarantine or potentially forced quarantine when your back. Agree with another person to wait one or two weeks. Book hotels with points so you cancel within 48hrs.
I would hold maybe until mid march to see how the situation is then?

Japan cancelled schools until later in Spring. The concern for you is if you go, then can’t return home. I know Americans stuck in South Korea. Also, your travel experience will be impacted with tourist spots possibly closed and overall service reduced.
Thanks for all the inputs. I ended up cancelling the trip because it won’t be the same experience with all the precautions and many things likely closed. Hopefully next year 😔
