OP based on what you describe I think this will be a multi step strategy. Perhaps an agency transfer anywhere in Europe so you can get there and have a job followed by search "on site" at client companies. Meanwhile you can concurrently always look for client European opportunities now but less intensely cause I can guarantee you you can't sustain conducting two separate job searches and working full-time in the US. You need a 3-5 year thoughtful plan. I greatly recommend getting ultimately a corporate job at a client company. You don't wanna be in a volatile agency environment for long as that may cut your long-term stay in Europe short.
Don't know what background you come from lifestyle wise but know Switzerland is gorgeous very chill and lovely people with manners - but slow af! There's no "culture" on a daily basis if you envision amazing shows concerts non-stop grand events like New York London or Paris. It's very quiet and rural/ provincial (and dare I say conservative. Also no real diversity of people). But if that's exactly your thing, go for it. Can't tell if you've been or not but I'd definitely start making more frequent trips to Europe to explore what you like firsthand.
The EU is very different beast. As a planner you will thrive if you do HCP well, and generic enough to serve as a template for more than one country. And if you’re ok with much smaller budgets since what fuels the growth in the US is totally absent: ambition. I’m speaking from an advtg and mktg perspective, of course.
Better French, but I have enough rudiments of German to pick it up reasonably quickly
Also check out Basel, because a lot of pharma companies there are always recruiting.

Folks I know at Novartis make good salaries, but yes, Basel and Zurich aren’t cheap. It’s the same in NYC and SF though...when you’re there you adjust to a different sense of money mgmt...
