I suggest you reframe your thinking.
The goal isn’t and should never be to “clean up the encampments”. They’re not a blight that we need to hide so the rest of us can feel better about our city. They’re real people who are facing challenges and not getting adequate social support.
To answer your question, yes there have been efforts. Addressing homelessness is a constant effort.

Seeing homeless people doesn’t work for your mother?
Not wanting to be cursed at or witness public urination is not some kind of niche, privileged perspective. Pretty universal. That's why we have laws about those things.
Just want to weigh in as a DuPont resident of 5 years: I have been going to that farmers market almost every week since I’ve been here and never experienced anything like this on a Sunday or any other day of the week.
Maybe you notice it more as someone not from our community and that is fine, but remember you are a visitor and a guest of our neighborhood when you come in. Those homeless folks are more a part of our community than you are.
Hope you do come in and enjoy our lovely and safe neighborhood and farmers market.

LOL. DC or any big city for that matter, doesn’t sound like the place for you and/or your mom. Perhaps you can find a nice market in Arlington. I’ve been to the DuPont one many times and the crowds are much more to contend with than a few scattered homeless.

What's with the self righteous BS? These encampments are not helpful for anyone, esp not the homeless themselves. I think OP has every right to be concerned about their mother's safety.
This is why gov is pushing return to office...as Biden said "let's fill up America's great downtowns again". As a fellow Nova-ite, can't wait to return to DC so I can pay $17 for an subpar lunch and enjoy the permeating scent of urine from encampments...all part of the wonderful city ambiance that is so worth celebrating
If they truly cleaned it up, there wouldn’t be massive amounts of money to be made in the cause.
There are plenty of nice Farmers Markets in Virginia to visit, try one of those.
I agree with the reframing comments. If you feel that the experience would be challenging for your mother, consider taking her to a different market. Eastern Market may be another option. There is also a “new” market coming to navy yard on half street next month. That being said, the city is the city and you’re always going to be around people experiencing different things (e.g., homelessness, mental illness, etc.) - do what you can to set expectations with your mother.
