I have never heard of "green light offer" - but I think I know what your recruiter is talking about. If all of your interviewers give you STRONG HIRE ratings (not what we call it) - then the hiring committee will accept their recommendation and move to hire you. Basically they will rubber stamp you. Good luck getting a STRONG HIRE RATING across the board.
@G3: you’re right and I did it. Unfortunately for this specific role there’s no way to it. I’ve also had a chat with the director. The only option I have is to reject the offer and hope they will find another skill matching role in the next 6-12 months. I know there’s chance they will find it, but honestly I don’t feel like to risk or do additional interviews…has been a long and difficult process for me…

Also you don’t do a background check until you pass HC
Update: I just had a confirmation from a Googler that the name of this new process is “green light offer” (Googlers can search this in their internal portal) and let you skip the HC if you applying between L2-L7 and all Hire/Strong Hire. Basically the hiring manager has the last word. It’s live since end of August.

Incoming Senior Manager in my current company - I don’t have particular reasons to leave it, it’s more I really want to join Google :)
