Yes. I got hired twice through USAJobs. Pretty straightforward.
The rumor that there’s some mystique and only vets can “get in” seems weird and unsubstantiated, based on my experience and that of my former colleagues (very few of whom are vets or have some special in).
I hadn’t heard about this change. And it’s surprising since I never saw any influx of vets into my agency or any of those I interacted with. Quite the contrary.
Easiest ways are to either 1) become well respected at the agency/org you're interested in joining and find a way to receive an offer that way or 2) utilize your network and see if anyone is working at an agency looking to fill an internal role and see if you can get your resume in front of the right person.
#2 worked for me and resulted in a direct hire without all the USAjobs hoops to jump through.
