My trash neighbor built an 8 ft fence right up against my 4 ft picket fence between our properties. They initially said they would remove the picket fence as part of the installation of their fence and I said okay. They didn’t remove it and said they’re not going to. Now it looks ridiculous. I have to pay to have someone remove the picket fence. Do I have some sort of nuisance claim? They ruined the appearance/aesthetic of that part of my property.

Will TCS block me for a lifetime?
What are the consequences if I don't join TCS after they release the offer.
