What does it mean when you ask the salary range for a position during the screening interview with the recruiter, and the recruiter tells you the target base salary is $115k? Does that mean if I am offered the job the offer will be for $115k base?

I need to know when the Talk will be started with M for the hike. Today is 14-sept-22, no info from M till now. 
what hike percentage I can expect from this coming annual hike?
And also If I will be promoted to A in October then what percentage hike I should expect from the Promotion itself?

If we complete pre joining formalities in Cognizant, we can't go other company if we have better offer means?????

IJM promotion hike heard max they can give 17% only..
Don't they think it's too low.
