I was gonna suggest a mix of the two comments above me. Definitely see what skills you need that you're missing and identify ways to work on them. Check out open positions and if there's a specific one you'd like to move towards transitioning into, communicate it to your manager and see if there's anything they can do to help you reach that goal.
Do you have a mentor? That might be a great place to start.

Have you checked internally to see what jobs are open?
Do you have the right skillsets and credentials for dev? Maybe see what you can add to resume to make it more convincing argument for transfer
I agree with the others, there are definitely people who make the switch. But it's important to look at some of the internal job roles to get a sense of what they are looking for. That helps you communicate to your manager about what you want to develop etc, and it'll make the transition easier
