You should reach out to Deloitte’s immigration team (frankly should have done it weeks ago when travel ban was announced). You won’t be able to work after your OPT expires in June. Deloitte should be able to file a COS application so you don’t have to do counsular, but it’s unlikely it will be approved by June. You should closely monitor when US embassies in nearby countries reopen (Canada, Carribean) and schedule interviews immediately when they become available

I am not understanding your situation. If your OPT expiring June 2020 and you are picked for H1B then till Oct 2020 you should be in cap gap OPT. In this period regardless you cannot travel outside US and no stamping can be done. Your H1 will activate only in Oct after which you can go out and come back.
Talk to HR / attorney and see if they can refile for COS within US. LEK is doing that for people in your situation but you need to action fast given opt expiry date is close + general uncertainty around immigration.
Quick question, similar situation but I have made it back to India in Jan. My previous Visa got expired in dec 19. I have an approved petition but without I90 date extended. So, I have asked to exit out ASAP. I exited on 9th Jan. Is that 9 days unlawful presence ? I did know that I90 date was not approved with my petition. So I came to know only in Jan 1st week. Now I am India and vis approved.
