The current administration has banned critical race theory-based diversity training across federal agencies claiming education around white privilege is anti-American.
As someone who is dedicated to anti-racism work, I believe these conversations on the pervasiveness of systemic racism are necessary in order to dismantle the broken system and are central to our work as HR professionals. I fear what precedent this ban will set.

We used to use Bamboo, which also has KPI and goal tracking. But it seemed very glitchy and hard to use.
We're currently using BambooHR and it's pretty solid so far. It could have a bit more functionality, but it does the trick for now. As far as building your own, I wouldn't do so in Notion, but I just personally can't stand Notion. It's wildly user-UNfriendly, IMO.
Feel like BambooHR is king in our industry. We always get good engagement when we send information out. Definitely not the most versatile, but I'd say it'd be worth a try.
Also as an aside, while I LOVE Notion I don't think it scales well for performance/engagement - unless you're disciplined about updating and/or savvy enough to figure out automation. I think Airtable would be a better fit potentially
Bamboo is the standard but I don't really like it, we moved over to Lattice and have liked it just fine.
