What should I expect going from a big agency to one of 50 people max. Am I going to be even more underpaid?

Do small firms/boutiques really have better hours than Big Law? A recruiter told me I should still expect to bill 2000 hrs at a boutique, but if that’s the case, why take the pay cut?

I am seeking a role in HR (nearly 11 years of experience) and considering taking the SHRM-CP. I am curious if the SHRM Learning System is really necessary or helpful.
