Report it to the apartment manager and police - if it always happens right after they turn the lights out, it means the guy is watching the apartment, which is stalking. They definitely want to have a record of things.

Update: landlord alerted the entire complex with a photo of him from the video footage and looking at installing a gate to the courtyard area to access the apts

Also make sure they get a pepper spray or a weapon to defend themselves. People are crazy out there.
Definitely report to police. This is super creepy and scary. If this guy is careful about not showing his face, then I would definitely do everything possible to take precautions. Hope they stay safe.
Also see if there are cameras elsewhere in the building that might be catching him that can be used to identify him.
OP, ask them to be careful when they are going out and alone as well. I have been watching a few true crime documentaries and it can be a scary world out there. Better safe than sorry.
