Hey, fellow Californian who was in the same spot before moving to New York for law school. I get cold easily. Below 50, I always really wanted a hat to cover my ears, especially if outside for over 10-15 minutes. Above 50, I was fine in a hip length leather jacket over a sweater. I think you could do 45ish in a mid thigh Barbour jacket over workwear and be comfortable. Might consider a scarf to cover your neck and ears if you’re going to be outside for longer periods (scarves do so much to keep you warm).

Native New Yorker here who went to uni in the UK as well (adding to my poor weather street cred).
My waxed cotton Barbour gets me through 75% of east coast winter days. I have a fleece lining in mine, which really ups the warmth factor. You also want to pick up a nice, heavy wool top coat or two as well as a down parka. For the former, I’ve been lucky to go to many a sample sale and have picked up Paul Stuart/Hickey Freeman overcoats at pennies on the dollar. For the latter, Uniqlo is your friend. No need to spend a grand on a Canada Goose/Moncler. Not only are they not worth the money, but how not worth it they are instantly leads me to question the judgement of anyone I see wearing one. If you want to spend a lot of money on a non-wool cold weather jacket, I recommend Patagonia, ArcTeryx, or Helly Hansen.

You’re right… I thought they meant moving to, as opposed to visiting. A Barbour is all OP needs if they’re continuing to live in CA.
I’m from MN and depending on whether you’ll be walking around outside a ton (or standing around outside which would be worse…), I wouldn’t even bring a jacket 🤷♀️ but if you’ll be outside a fair amount you will be fine with that. You do not need a parka for that.
If you’re visiting for more than two days, add a tweed blazer. Think East Coast College Professor. Very autumnal, stylish and provides warmth. If you also have a merino wool sweater to wear under the blazer you’ll have a layered outfit for travel, shopping, and a casual dinner. I think a pair of excellent fall boots of your choice (not snow boots), the aforementioned by others scarf, and a glass of red wine and or hot beverage of your choice and you’re ready to enjoy the crunch crunch crunch of walking through the fallen leaves and enjoying the golden afternoon glow of New England sunshine. This weather is perfect for a double breasted trench coat. It could be mid thigh length or a bit longer. Affordable options are: Polo Ralph Lauren and Banana Republic
Keep in mind that the temp outside is different than inside. You may want to keep layers so, if by chance they keep the office warm, you aren't sweating through your clothes bc you dressed for the cold.
