You call agency 2 and tell them what you told us and ask when they'd be able to make the offer (assuming that's already been discussed and you're just waiting on the paperwork from place 2)
A week?! Jesus, people. That’s plenty of time for them to decide you’re not sold on the role and reach out to someone else. Maybe I’m old fashioned.

Tell the agency you want to go to that you have the other offer and need to give them an answer. If they plan to hire you they will tell you
Ask for at least a week, then use it as leverage with the one you want
I got the official written offer last night
In my experience a week is pretty customary but I would not try to go longer than that.
Having been on both sides of this equation I can say that (1) a week can be irritating for the employer, and if they urgently want to fill the position/really like you they may start to think you’re not really serious, but (2) they should give it to you because it’s not reasonable to demand an immediate answer for something so important.
You should thank the place that gave you an offer. Tell them you are excited for it but want to take a bit of time to discuss everything with your family as you want to feel 100% good about the next step you make—and to please give you a week to accept.
A week is not going to go well if you're regular file and rank. "Long" decision times are for very senior leadership where you have more leverage and gravitas to demand thinking decision time. Also, regardless of level there's an implied understanding that the further you go into the process the more you're interested and the offer isn't a surprise you need weeks to mull over
A week is not unreasonable. Also, you can reach out to the agency you desire and explain the situation. It may expedite their decision.
