You don’t do all inclusive in tulum. Try riviera Maya or Cancun for that. Grand Velas was ok
Tulum is crime ridden right now. Cancun as well - you’ll find me in Cozumel every time!
Tulum is great! I’ve gone in January for the last 3 years. No all inclusive resorts, but plenty of beautiful places to stay. Check out: Papaya Playa Project, Be Tulum, Habitas, Nomade, Delek, Ahau, Azulik, La Zebra! I’d say stay anywhere on the beach is the best, safest location. If you’re where the tourism is, you’ll be safe. I’m 30yr old female and have never had an issue or felt uncomfortable.

I rented a car and drove. Makes it easier to get to the biosphere and the cenotes.
We did abnb which was my worst abnb experience. First world problems of no Ac and bad WiFi and not as describes but still marred the experience.
Did a day at the Zebra beach club, lovely cocktails. Would love to stay there next time or the Papaya Playa and get Bonvoy points cashback.
Tulum is more of a boutique hotel experience. You won’t find many all inclusive options there
