What type of implications would the interview committee consider when bumping up a L5 candidate to an L6 hire instead and how often does this happen?

Is my bar too high in this day and age if I want guys to at least ask me out in person instead of reaching out on social media having never met me in person before? Have cleared HCL interview. Initially they offered 23 lpa (via proposed offer letter), but i requested to reconsider it for 25 lpa.
After 5 days, they sent final offer letter of 19 lpa (stating they can offer max 50% as per L4 approval).

Queries:
1. Is this normal or rare case, reducing the offer amount from what quoted initially?
2. Should I accept or negotiate?

I don't have any other offer as of now.

I'm having 9 yoe and till last year my saving was around 18lakh that I used to take home with loan of 30L for 10 years and now I'm paying around 35k emi. As of now I have 1lakh in my account as emergency fund. I feel that I'm not saving well. Can anyone tell me how can I mange my saving better? I earn 1lakh/month and no family support.

So i had absconded from my previous company. I returned all the company stuff & i put a mail to my manager as well. & after a year i had to pay up for the 2month notice period that I didn't serve. & then they gave me my relieving letter as well. Now after 2 year i have received an offer from a reputed mnc and they are gonna do a background verification. I do have the relieving letter. Will this effect my employment? Should i explain my situation at that time to them? Will they even ask?
