Its because the formula was set up so that it is testing the cell below the one that comes out highlighted. You must have been in cell A1 when you wrote the formula for $A2. Skim the highlight while looking at the cell below and you will see it.

I'd try two things:
1. Clear all formating rules AND clear all color fills
2. Set the rule as =$A2"<"&"33"
