I just came to realise Deutsche Bank has a fixed rule of max 30 to 35 % hike on fixed component and remaining 10 to 15% variable i.e. total 50% max hike you can ask for no matter how good, skilled you are.
Is it true?

If you are starting as an Audit Associate some time from now with Deloitte or any of the big 4, do they expect you to have passed/completed all 4 parts by the time you start? Received the Becker Reimbursement email from the recruiter not too long ago but have yet to start. I’ve seen plenty of people get to Senior at a big 4 firm without the CPA so I am a bit confused in that aspect. Any helpful feedback will be very much appreciated.

No, it’s annoying but it doesn’t affect you. You still get the raise you asked for and if anything, it just gives you another baseline to fight for another increase in future.
I wouldn’t hold resentment against the individual for taking a chance - I would hold my judgement for the decision maker and how they decide to value you.
It sounds like you’re saying he has a bigger team so more support? I’m not sure if I’m interpreting that correctly, but if so and you have the same amount of work I’d imagine he could flip that logic to say he’s managing more people. Could you use *that* as an opener about getting more support?

I manage an additional department so I have his same workload + another department heads worth of work, so a little imbalanced.
Unless this was supposed to be an attempt to fix inequity, no. Counteroffers typically result in the company being able to retain the employee for another year at most. With all of the competition for hiring right now, they may have felt like they needed to ensure he's staying if they think you're still a flight risk.
might be fun to constantly egg him “Hey Jim, there’s donuts in the break room and I had one so I thought you’d want to know so you can try to get one too”
The petty in me might do just that 😂
