I asked for a raise as a junior after 6 months (9 months total including my internship) because 1) I'd just helped my agency with a couple awards, and 2) BBDO was trying to poach me. My company said that now wasn't a good time financially for them but that they valued me and told me to ask again in 6 months. I loved my agency and it was small, so I did. Got a $1k bonus, but was denied again. Ended up leaving them a year later after no progress, and on my last day found out my account strategist coworker was making twice as much as me. It doesn't hurt to ask, and know when you're being taken advantage of!
As a Jr, after a year. Unless you've been crushing it on New Business pitches and then I'd say 9 months.
Having been one, I'm pretty sure junior strategists have the most inflated view of their worth of anyone in an agency. Focus on your work, making your boss look good and forming relationships with creative/account partners, and the money will come.
