Adding my vote to not asking for a raise just now. Why put yourself on the radar given market dynamics. Unless you are swamped with work and are being worked ungodly hours, then I’d make the case to add headcount.

If your work is profitable, you’re needed, and the company is profitable during these times (example - management talking about great earnings) then definitely ask for a raise.
There is no reason why a profitable company should hold all of the gains and not give any to its workers especially if their industry or particular niche is profiting richly from the pandemic.
But only if these situations are taking place.
If you’re in a holding group, there’s likely a freeze on raises and promotions for the rest of the year anyway. Definitely the case for Publicis. If you must, you can talk to your manager about how you know it probably wouldn’t take affect for a long time due to the current situation, but you wanted to bring it up now so you could be at the top of the list once things go back to normal. I’d suggest not bringing it up now though, it would not come across well in most agencies.
