One guy A joined as a fresher in Wipro for 3.5LPA(been 3 months around, no project allocated yet),
And then an offer was in pipeline with Y and finally received an offer with 5LPA and the role is related to cyber security.
Note: pf account is already created by wipro and Y is a good mnc though Any suggestions on how to handle this situation?

My story is even weirder. I am switching from a government job to the private sector. My previous CTC was a mix of fixed salary, allowances paid in the account per month and other benefits that can be availed once or twice a year. I interviewed for a position, qualified all the rounds and was offered a 20% hike on my old CTC. I was happy to get the opportunity and said yes. During all 3 rounds, I explicitly stated my break-up of salary and they were fine with it.
After submitting my documents, they asked me for my offer letter for the previous job with the compensation breakup. No government job provides an offer letter with compensation breakup. All the information is public and can be accessed online. I told them the same and sent my bank statements where the credit of allowance was visible plus the internal department circular which highlighted all the allowances.
Lo and behold! they revised my offer letter and gave me a revised offer letter which was 45% less than the one they gave me before. This offer letter was 30% less than my previous CTC. When questioned, they told me that they only accept CTC which is shown in salary slips and offer letters of previous jobs. No bank statements, No circulars nothing.
I knew switching from the government sector was going to be hard but this caught me completely off-guard.

The biggest perk of a government job is the job security. You can take a long EOL from work and go abroad, make good money and return to your government job.
I know a girl who has a government job and she took an EOL of 5 year and is now working in Canada.
Happened same with me HR agreed on a certain amount as I was holding offer and later called back and said we will pay even 5Lacs less than offer I hold in hand as LTI - Mindtreee is a giant and one should not miss the opportunity

yes happened to me, after taking all document and digi verification for 2 months, they changed the position and and giving 20% on basic
Reputed product company Zscaler too did this. So no big surprise a service company is doing it. I would suggest to take the offer, now that you have leverage, probably a month joining date ask the hr to revise the salary. There are more chances you will be given the deserving salary because it would take a lot of effort to restart the hiring process.
