I don’t have much to offer you except you are not alone. A year ago, I was promoted for the first time in my career (I had gotten title bumps by switching companies prior) and the salary increase was 5%. It was insulting for 2 reasons. 1) because they told me I was already above the pay band for manager so that’s why my percentage increase to sr manager was low (what kind of bullshit excuse is that?) and 2) I knew for a fact my senior manager peer had a higher base because he was an external hire. And he didn’t have an MBA (mine is from HSW for what it’s worth) nor as many relevant work experience years as I did. I left the company within 2 months because I found a new company that valued me.
Basically this sort of things happens all the damn time and you have to be prepared to leave. An external offers helps your case but it should be an external offer you’re willing to actually take in case your current company won’t match.

C1- thank you!! Good to know. I don't want to walk away but want to get paid fairly so I'll probably need to do it anyway. It's comforting to know I'm not alone but also terrible, i wouldn't wish this on anyone.

I’ve been in your shoes and sadly I think the only option is finding a new job. At least where I work, when the bonus and next year’s salary comes out, it’s all set in stone.

It doesn’t hurt to ask, your employer may be different. Mine is on the larger side where things aren’t flexible
I also find it difficult to stay unemotional, but I’ve been told to not take it as a personal blow to minimize emotional reactions. (Still difficult for me) Also I think your best negotiation tool is to be completely honest with your talent manager or Human Resources representative and let them know you aren’t completely satisfied with the raise for the reasons you stated here.

Oh I agree re: asking them to match external offer. I would do that but I was thinking specifically about my case where I want a different job entirely. What I’m saying is at large inflexible firms, it’s hard to ask for more after bonus info comes out without an offer in hand and willingness to leave… and that they pay more to laterals—both of which are not personal

Set up a meeting with your manager and frame it as - I believe my current contribution to the team deserves/is worth of $xxx. It is also very much in line with the market and my skill set. Then see their reaction. Do not compare salary or responsibilities with your peers. Make the discussion about YOU.
I would also ask for 10k increase in base to leave some room for flexibility. If they say they cannot increase the base, ask if there is a possibility of additional bonus.
They might give you a raise. If they don’t, you know you can start looking.
