Just starting out, best bet is to get certs and most importantly do labs if possible.
After he completes NET cert and feels like he has good foundational IT, have him take one of the free AWS certs geared for sales folks (to get cloud on his resume). If he has a willingness and drive to actually do that, have him take one of the entry level AWS or Azure admin/architect cert next.
That first job is really about showing you have a willingness, drive, and are self-motivated to get into IT. Need to show that on his resume and during the interviews. Just need to be teachable and many enterprise concepts/tools can’t be learned in school.
I would recommend school once he gets a job somewhere. It’s hard to get motivated to study until you really see the payoff. Also, the education piece really comes into play when going into management or B4 consulting.

Have him look into some of the DoD cybersecurity regs for companies in the defense supply chain. DFARS 252.204-7012 and the upcoming CMMC standard. They are both very complex and involved cybersecurity standards and companies doing business with the DoD are being asked to comply. I bring it up because many companies in the NCR are struggling to find IT staff that have any kind of background on it. There's going to be a huge demand for folks with that background.
Get into cybersecurity. Security+ is a base cert. Aim for CISSP when he has had enough experience to meet the requirements.
