Looks rotted, but it's a bit hard to tell since the photo is not in focus. If it is rot, possibly a result of poorly draining soil or mechanical damage?

If that's bamboo you can probably save it by cutting off the stalk above the rotted part (use clean shears!) and transferring it to a vase of clean water. Change the water regularly (you don't want anything growing in the water besides the plant), and new roots should start to form from the cut part. Once it's got some roots you should be able to transplant it back to soil if you want.

Making an offer. The sellers said they had 30+ people walk through the open house today, and are asking for best and final. They’ll make a decision on Monday. The list price is 775k. We were originally thinking of offering 700 to start since comps are around 735k. However, this is nicer than the comps renovation-wise. What would you all suggest we offer? Does anyone have an indoor greenhouse cabinet? Looking for pros/cons/would you do it agains and any tips getting started. So, I have lil Spanish lavender plants from Trader Joe’s and a midsized French lavender plant from Home Depot… the care info and the internet all say to give them full sun and water occasionally - what does that actually look like…?
