Looks rotted, but it's a bit hard to tell since the photo is not in focus. If it is rot, possibly a result of poorly draining soil or mechanical damage?
If that's bamboo you can probably save it by cutting off the stalk above the rotted part (use clean shears!) and transferring it to a vase of clean water. Change the water regularly (you don't want anything growing in the water besides the plant), and new roots should start to form from the cut part. Once it's got some roots you should be able to transplant it back to soil if you want.
Agreed here, looks like overwatering led to root rot once upon a time
