During the salary negotiations, hr qouted "x" amount, while my expectations were "x+y", i asked the hr to see if it can be increased, hr came back with "x-y" offer qouting that business group has approved this much only. What kind of joke is this!

I received a verbal offer and started negotiating:
Base: 190
Personal Performance bonus: 20%
Company performance bonus: 20%
Unfortunately the recruiter I was dealing with lost his job and I needed to restart discussions. During this they told me the offer is only limited to base and one of the bonuses. The recruiter was not authorized to make the previous verbal offer and they cannot meet that.
To me this is a big trust issue. Should I take this as a red flag or accept?

I was recently promoted to a new position at my company. I'm so excited to be taking on this new challenge, but it's not going as well as I had hoped.
