My tech leads have all had over 10 years of experience. Tech lead is very different from an IC dev role and often requires leadership skills.
Do you want the role because you want the title and promotion or because the actual job interests you? Are you in a startup?
Also have you brought up promotion to your manager and asked what you need to do to get that role? Have you received any feedback?
Yea, I work for a small business startup. Its a bit complex situation. There is been change in management, so I'll have to directly talk to CEO. No I haven't asked for raise yet. I want raise definitely, and have am very passionate about technology. I still have to figure out what would be next step in my career.

I don’t have the answer to your question, but you can reach out to people on LinkedIn who have the tech lead job and ask them what experience it took them to move from web developer to tech lead.
You will get some interesting answers and it will provide additional networking. Finally, you need to ask for the advancement and raise after you’ve done your homework on market pay and advancement. They probably won’t give it to you unless you push. You can also look for a job outside your company for leverage.
We are seeing more hiring freezes, so I would get moving on this.

Depends on company size. If a small startup or business, you could start managing others in 4-5 years but that is vastly different than being a Lead in a larger company with significant complexities (e.g. FAANG etc). So depends if you want to be a bigger fish in a smaller pond or a smaller fish in a big one.
