Does anyone at Rutgers know where I can find a flexible part-time job for students on campus? I only found two campus positions on handshake and haven’t heard back from either yet. I feel like there has to be a lot more out there than what I’ve seen on handshake

Are you in the position to be able to take an internship? That would be your best bet to help get your foot in the door and gain some on-the-job experience. If not, or in the meantime, I'd look into taking a course and getting a certificate so you'll at least have something relevant to put on your resume. Good luck!
I got my start by taking on some freelance work doing marketing for small businesses. It didn't pay much, so I lived with my parents while building a portfolio and reputation then eventually was able to use that to land a job. Maybe you can do the same. Hope this helps!
