If you're selling art, there are tons of "art collector" IG accounts. If you pitch your work to them, they will repost it on their feed which usually has a few hundred thousand or more followers. Great way to get early exposure.
Also, tag the official accounts of each city and/or location you paint in your posts. They'll often like or share your post to their followers (which are also often large).
The main social game is leveraging other peoples' followers until you have your own community to nurture with love. Do some "drops" e.g. free painting to a random follower (and by random I mean the one most dedicated to you with the most followers).
Etc.

Don't feel bad, I hate pointing it out but most people who work in social media, or SEO for that matter, really really suck. Companies hire to do the work directed, rarely does being any good at it have much to do with it.
Really the only way to grow any social channel, early, is to manually invite people.
Sharing, commenting, etc., doesn't work well with a small audience. You have to directly ask through other channels: email it to friends, import all your contacts and follow them, create a contest or event and invite people to that involving your IG.
When you get to around 1000, your IG becomes meaningful, and the frequently cited tips start working: commenting on others, tagging people, etc.
Try selling on TikTok instead and partner with other creators, less competition, you just have to find a style and niche that cuts through.

Frankly, your best bet - especially just starting out - is to invest in some paid efforts to amplify your reach.
what would you recommend as 'paid effort' specifically? I tried using targeted ads but those felt like a waste of money.
