I read some bad things about the work life balance there, is it true? I am thinking whether to resign or not.

They can provide around 14 for 3 years of experience but i guess it is low for your skill set. Ideally it should be in between 16-18 for service based 20+ for product based MNC
If you don't ask you will not get it. Don't ask based on the previous salary once you get any offer say for example you have 8 now you can ask 11-12 once you get then ask 15-16 and so on.You will get more number of calls during the end of your notice period.

If they are interested in you the HR will a quote a number don't worry about that. The delay in process is their tatic to make you desparate and put you in a disadvantaged position. Even if you quote 20L and they would have hired you at 10L they will surely mention that to you, and will take a assertive no on 10L from you before ending the recruitment process.
And if they don't reach you now, be assured that it was not since you asked for 12L. It would be because of some other factor not in your control.
Tell them that since you're joining late you will not be eligible for next year appraisal, performance. And therefore you were hoping for better offer to compensate for that. Tell them that you want to join Deloitte as it's a great company and all. Just make a collaborative conversation and don't be too aggressive.

The business has approved only 9.3 or else they can't continue with the candidate.
