I have a weird experience with KPMG India . Two weeks ago I had salary negotiation with the HR manager. He told me that the offer will be released in a couple of days but I haven't received the offer letter yet.I tried reaching out to the HR manager but didn't receive any response. Shall I take it as no?

Resign and inform them about your decision. If they ask you to wait and see ...tell them that your notice period is of 30/60 days and that he has that many days to make those things happen whatever he promises which is pretty good amount of time, if they really wants to make things better for you.
And also showing the offer will communicate to them what your worth is and as per that they will make changes for you if they have plans to retain you.
So, resign, start your notice period, and don't withdraw until you recieve a letter from them :)
Is the reason why you initially thought of leaving the company something other than monetary gains? If so, don't stay.
If they are trying to retain you, please don't accept a counteroffer. Search - Dangers of accepting a counter offer.

Resign first. Then see what is on the table from your current employer.

Just resign man, you can revoke it if needed. Once you resign they’ll know the seriousness. But again attend more interviews based on their offer and join the best.
Thanks everyone, i went ahead and resigned, first reason was work life balance and work culture, recent months it became too much micro managed environment.
